Caregivers are available outside their supplied work shifts on listed dates, plus explicit agreed-leave intervals. Subtract union of availability from care requirement.
Covered care minutes
Required minutes having at least one available caregiver.
Uncovered care minutes
Required total minus covered.

A caregiver is considered only on a date for which they have a work or leave row. Supported limits: ISO dates; daily integer minute intervals 0..1440; required intervals nonoverlapping by date; duplicate person work overlaps rejected.
